Probably what you want is to look into the "profiles" (or similar term) for the editor you're using (your screenshot suggests it is TinyMCE or perhaps JCE Editor. Both have ability to create customised views of the editor adding or removing tool bar buttons as you desire. So you could create a "profile" for all "Editors" such as that which doesn't have the "CMS" dropdown.
There are some ready-made profiles which you may wish to test and you can create your own also, and then associate those with a certain user group in which your users would be listed.
You can mix and match those, and have several different profiles, and several editor group types and assign different profiles to each. But you probably want to keep it simpler than that.
